These are Shimano's own bracket covers (also called hoods) for the Tourney ST-A070 drop bar shift and brake levers. They come as a left and right pair in black rubber.
Hoods take a beating from sweat, sunscreen and sun, and on many bikes they are where your hands spend most of the ride. A fresh pair gives you back proper grip in the wet and protects the lever body underneath.

Fitting tip
Roll the old hood forward off the lever, then roll the new one on from the front. A little isopropyl alcohol on the lever body helps the rubber slide into place and then evaporates, so the hood won't slip later. Avoid soapy water or oil.
