The Shimano TL-PD40 is for installing and removing the pedal axle on Shimano pedals that use a 10-tooth lock bolt. It slides over the axle, engages the lock bolt, and turns with a spanner on its outer flats.
It is a simple plastic tool that suits many popular Shimano SPD and road pedals, such as the PD-M520, so you can pull the axle, clean out old grease and repack the bearings instead of replacing the pedals.
