These are genuine Shimano R55C4 inserts for carbon rims, the compound Shimano specifies for carbon braking surfaces on its road rim-brake calipers. The pack holds two pairs, enough for both wheels, plus the fixing bolts.
They are inserts only, so they slide into the Shimano cartridge-type holders already on your brakes. Swapping them is quicker and cheaper than replacing the full brake shoe.
Use these only on carbon rims. If you swap between alloy and carbon wheels, keep a separate set of pads for each, since grit picked up on an alloy rim can damage a carbon brake track.

Fitting inserts the right way round
Undo the fixing bolt, slide the old insert out towards the open end of the holder, and slide the new one in the same way. The closed end of the holder must face the front of the bike so the pad cannot be pulled out when you brake. Refit the bolt, then clean the rim and bed the pads in with a few firm stops.
