Anyone running tubes on 700C or 29er wheels with worn or missing rim tape.
Rim tape sits in the bed of the rim and covers the spoke holes so the inner tube never touches a sharp edge. When old tape shifts, splits or goes brittle, you start getting flats on the inside of the tube.
These are nylon tapes for 700C and 29er rims, 25 mm wide and 0.5 mm thick, in black. The pack has two, enough for a front and rear wheel.

Match the tape to your rim's inner width: it should cover every spoke hole without riding up the sidewalls. Measure the inside of the rim bed; if it is much narrower than 25 mm, choose a narrower tape.
Line up the valve hole
Fit the tape with its valve hole over the rim's valve hole first, then work it around. A tape that sits off-centre can expose a spoke hole.
Check after a flat
If the hole in your tube is on the inside, facing the rim, look at the rim tape before fitting a new tube.
