This cable cutter is made for the steel inner wires used on bike brakes and gears. Its jaws close around the cable and shear it cleanly, rather than pinching and flattening it like side cutters or pliers.
A clean cut matters. A frayed inner wire will not feed back through housing, can snag fingers and is hard to fit a crimp end to. With a proper cutter, you trim the tail, crimp it and you are done.
It is a handy addition to a home toolkit if you service your own cables, and it earns its keep every time you fit new brake or gear wires.

Designed for inner wires. For outer casing, especially compressionless gear housing, use a cutter made for housing.
Cut, then crimp
Leave about 2 to 3 cm of wire past the pinch bolt, cut it in one squeeze and fit a crimp end straight away. Avoid cutting a wire you plan to re-thread, as even a clean cut end is best fed through housing before it is trimmed.
