Fitting a wire bead tyre on a small rim
Seat one bead on the rim, tuck in a lightly inflated tube, then work the second bead on with your thumbs and check the tube is not pinched under the bead before you pump it up. If it is hard going, a little soapy water on the bead helps. Tyre levers can nip a tube, so use them carefully.
