Check your cables
A 40 degree stem lifts the bars a fair way. Brake and gear cables or hoses can end up too tight, so check them by turning the bars fully both ways before you ride.
Tighten evenly
Tighten the four faceplate bolts a little at a time in a cross pattern so the gap is even top and bottom, then set the steerer bolts to the torque marked on the stem.
